Licensed pilots with a penchant for community service (and a few other prerequisites) are invited to apply to be a volunteer pilot for Redlands Police Department.
“Pilots must be at least 21 years old with at least a private pilot’s license, current medical certificate and a minimum 300 Pilot in Command hours of flight time in a fixed-wing, general aviation aircraft with significant time in a Cessna 172,” the news release states.
Are they breaking any regs themselves just by extending the invitation?

(e) A private pilot may be reimbursed for aircraft operating expenses that are directly related to search and location operations, provided the expenses involve only fuel, oil, airport expenditures, or rental fees, and the operation is sanctioned and under the direction and control of:
(1) A local, State, or Federal agency; or

Doesn't look like Search & Location
The following is also in 61.113. If they can get reimbursed for these expenses, I would think they can fly a govt owned plane with no money being transacted. They aren't flying for hire. And I don't know if what the police plan on doing with it falls under search and location operations. Just a thought, I'd ask the FSDO before I did it.
The aircraft is equipped to provide patrol and surveillance support not only to Redlands police ground units,

I found this much older article about their program:

That says they have 23 volunteer pilots who have logged 17,000 hours, saving the city over a million bucks (or costing a commercial pilot almost his entire career!)
In 2014, the program had: 72 felony arrests; $1.7 million in seized narcotics, and $1.2 million in seized money; 400 patrol hours, and 100 surveillance hours.

Civil Air Patrol uses a lot of private pilots to fly search and rescue missions, ferry blood, do customs flights, and other assignments.

Everything is all good until a incident or accident occurs then her come the vultures I mean lawyers to dig their claws in ripping your flesh before you're cold. Tell Redlands PD to give the money to the San Bernardino Air Support unit.

Are you familiar with the concept of public use aircraft?
