If you are on property, with the hours and seniority to upgrade, and they upgrade someone junior to you, you get paid CA pay for the best line you could have held had they promoted you in seniority. This only applies if you have met the upgrade requirements and have put in your paperwork to request upgrade and they jump you afterwards. Ergo, if they do any more DECs, every qualified FO senior to them who has requested that slot gets bypass pay. Those of us who now qualify for upgrade, but didn't when the last batch of DECs were hired, don't get bypass pay.
Not sure how it works with displacement, but I've heard that they will not demote the DECs already here so the senior pilots can upgrade sooner. The contract actually seems quite vague on that point. I'll be sure to pay close attention during the next union conference call. I asked about upgrade classes 2 weeks ago and the union had not been told about any plans to run one.

I have talked with several FO's who didn't realize the 121 requirement had been included in the new law.

None that I've seen. I don't think the FOM does, either. If there are minimums, they are the same as those required to get an ATP at present. I've not been told anything to indicate otherwise.
