I wouldn't get my political information from a stand up comic. I can't find an "express lane" death penalty bill in the last couple Texas legislative sessions. I did find a couple bills filed to abolish the death penalty.

I don't understand what you mean by an economy based on a prison system. There are 49 state run prison units in Texas. That's not counting state jails, transfer centers, medical centers, etc. And Texas has contract jails and prisons run for profit by CCA and four other compnies. Locking people up is "big bidness" here. But if you're on death row you're dealing with TDCJ. I lost count but there are about 300 people on Texas's death row. TDCJ says the average stay on death row is a bit over 10 years.
