if one qualifies for flight training reimbursement, VA will only pay 60% of the FAA minimum required authorized training expenses (whatever is listed in the 141 syllabus as required), not 60% of whatever it takes one to earn their certificate, if they exceed the minimums. If a student cannot complete their program in the minimum required time, they are 'cut off' for the remainder of that certificate, but are still eligible to enroll for future programs when the current one is complete.
