No. However when you are Flight school - Complete, all you do is take your DA 759 to The Hangar or Wings in Daleville, take the MIL COMP test, and, assuming you pass, you get a Commercial, Instrument - Rotorcraft license.
No flight time necessary to apply. But it certainly wouldn't hurt to get good and familiar with the flight environment.
