Navy's always been 20 as far as I remember. Don't recall any navy O4's getting HYT'ed before 20 (RIFFed, yes, HYT no).

I know that no one commissioning source is more protected from another nor more vulnerable for that matter. As far as separations, as mentioned AFPC has seemed to start w/ waiving committments for overmanned career fields and year groups, then through money at it, then had boards to reduce (so far the boards in AF have been for LTs). Every officer in the AF gets a regular commission now when they enter service. Older guys/gals get regular commissions when they meet O-4 board if not already given a regular in the past. Everyone, including regular commissions, can be RIFd.
