The Army's OER/NCOER system is the biggest piece of bureaucratic POS I've ever seen. "You have to rate them like that because everybody does. If you don't, they'll get hosed."

Not to concerned about OERs nor about not making 3 if I chose to stay. The army is so hurting on 64 guys that I've seen PIs get picked up that never got a PC ride.
