Yep. Seat locks apply. Vacancy bid. They can’t restrict it to just IAD pilots. Expect one crj ca to ca transfer.

In what instance would a pilot become seat locked?

To me seems anyone that has completed captain training. But you can be voluntarily displaced into new equipment...I could be reading this completely wrong.

There should be no training contract for people over 4 years of service

23-C-1-a-(1) Only Captains will be allowed to transfer equipment.

Thoughts on this? Seems to me FOs arent supposed to be allowed to bid the 175 based on the equipment transfer and would need to be displaced into it. This just seems to be a more confusing way to transfer people over to me.

Does anyone know how many captain to captain transfer slots there are? I assume under 30. Seems a displacement is slightly preferable since you start your new pay rate at that time and not check ride

There's about 8 captains that can transition.
Displaced pilots (dulles) don't get new equipment locks or training contracts.
The displacement and vacancy are happening at the same time, expect the first couple of standing bids to go senior....Unless they don't want training over the holidays.

So FOs can only get displaced by IAH FOs and they can go to any base regardless of equipment if their seniority can hold it?

Yes to the second part. With that said I doubt there will be many displacements. IAD is not a desirable base and anyone that wants that base is already there. Only a few IAH guys will be making the jump.

I agree to that with FOs. I think all IAD FOS will stay in dulles. I'm slightly worried about junior captains, as this will probably be the last chance for upgrades for a while. I could see where senior FOs upgrading could push some junior captains out of dulles.
