Winter months have weather that contributes to more cancellations, diversions, and airport closures. That's why the reserve buffers are higher.

ORD or IAD. Mesa would prefer IAD due to existing infrastructure and better performance out of there.

The brass said during the base visit in IAH that IAD was out due to lack of hangar space.
