Is it a training department issue? Or pilots aren't competent issue?

It doesn't take someone from training to tell you that. A line CA can easily attest to the fact that the 45-55 yr old 152 type pilots are out there and struggle way worse than the rest. Most typically have accumulated time slowly while working in a completely different career field. Those are the ones to watch out for!

i.e. a pilot who had built 1500 hours over 20 years struggles more than a pilot who has built 1500 over 2 years.

Obviously a 23 year old can't fly at 3 so he's falls into the latter. While a 50 year old probably falls into the other group.

Flying freight was the best thing I ever did. Looking back at how much I didn't know when I had 1,000TT, and looking now 1,000 hours and 200+ of that in actual later. Yeah I was an idiot. Still kinda am though.
