Yeah for example in Mesa ejet training they push P/B/D hard, and I've heard some even failed checks because they didn't know how to do it. In my 10 YEARS of 121 flying... Never on the line did I ever get asked by atc to do a p/b/d... And if they did, I'd just simply ask for a heading/vector. Let that sink in.... In 10 years of 121 flying I never even got asked once by atc to do a P/B/D nor did my buddy at united who's been flying the line for 15+ years.
Not that pbd is difficult by any means, but just shows what time is wasted in training doing something totally unnessesary and you won't ever have to do in real life, when that time can be better spent doing something actually worthwhile like v1 cuts, etc.

I find myself using it too for small Deltas with no arrivals or late night arrivals when cleared direct destination, like said above.

I was just asked to do one on the last trip I did. Also pretty helpful when going into airports without an arrival procedure. Simply draw a 30 mile ring, set 10K above field, makes for an easy descent into these airports. Use it quite often into places like MAF. As previously mentioned these are rare clearances, and more often than not CTR/APP just vectors you down.
