From what I recall when news first broke it stated that the new hires who received their sign on bonus would not get the new rates until IOE was done. Everyone who was no longer eligible for the bonus, ie new hires after the announcement would get new pay rates from day 1.

Yes but there are some in training who did. They stay at old rate and get the bonus.
There was a letter sent about this. If you are an alpa member and setup your email preferences you should have received it. New hires - straight pay at new rates.

I did get that email. And it said nothing about being able to opt out of the bonus and get the pay rate sooner. You pulled that one straight out of your rear. Here’s the exact wording. It says eligible. That has nothing to do with whether or not you elected to accept it.
Note on Bonuses
First Officers who have a hire date prior to 09/15/22, have not yet completed IOE, and are eligible for a sign-on bonus will stay at the existing FO rate of $36.72 until the completion of IOE at which time the FO will go to the new LOA rate and receive the sign-on bonus.
