So if the captain whips out a newspaper during cruise I should just go ahead and snatch it out of his hands and throw it in the trash, two can play this game. Or we can be adults and communicate with each other and set the tone what is acceptable and what is not.

Talk to the fella? The pilot group as a whole has trivialized using a phone off the gate. It has become an error that needs to be corrected not willfull disregard for the rules. The fact that a chat is what's expected is the problem. If the captain is reading the news paper while your trying to get the flight on time then snatch it.
It's not really about the phone or newspaper, it's about the way you deal with people.
