No idea. There is an ALPA wide Board of Directors (every rep from every airline) meeting this fall (held every other year) where they discuss and vote on things like that. I do know that the goal is to reduce dues to something below 1.5%, but that is second-hand info.
BTW, I asked my rep about this internet communications outsourcing thing at the title of the thread and he was told initially that the ALPA IT staff can't necessarily handle every event in a time critical situation and that on occasion they will use a vendor, he is still trying to find out about "who" they outsourced to.
