Considering feedback from friends at national as well as the latest PCL negotiations deal, I'd say this is more the case...

Could be. All I know is that there are less people and some of the empires were made smaller or combined.

If it is true, at least it's in the hands of a guy who's done more than any other pilot to help usher in the wave of RJs and the destruction of a once great career.

RJs are good for business...

To put it another way, by authorizing bargaining in a manner inconsistent with the union's Admin Manual, Lee Moak has created the potential for conflicts of interest to reach the table with management.

Section 40 of the Admin Manual, and the adherence to that document in past practice, gave me a solid objective basis to argue against the DPA. As long as Moak's action remains uncorrected, I can not argue against the DPA on the conflict of interest issue.

So the website says only 208 more cards needed. Is there actually going to be a vote after they hit the 5400 minimum? Does this thing actually have a chance of passing or are people signing cards to "rattle the cage"?

Caplinger is failing to mention that thousands of those cards have expired, & without renewal a vote isn't possible. Many people aren't renewing their cards.

RJs are good for business...
The wave of RJs peaked before Moak became President and has been declining. Delta December 2012 year over year domestic ASMs, mainline up .4%, regionals down 9.5%. I predict this will be a continuing trend.

Yup. RJs exploded after 9/11, $30 barrel oil, & a morons who decided long term FFD contracts were a good idea. Now with oil staying high, FFD contracts dead, & capacity discipline, the regional business model is crumbling. It won't go away entirely, but it will continue to shrink rapidly.

Yes. You could get the NWA FPL on line and it did not take a degree in stats to figure it out.
