Oh, you didn't see the USA Today opinion piece today? Did you expect Prater to be against this???
Another view on air safety: A big leap forward for safety - USATODAY.com
"FAA has taken historic steps to combat pilot fatigue. Education and training, formal fatigue risk management systems, and a joint responsibility to ensure fitness for duty will take aviation safety a significant leap forward." John Prater

The problem lies with Prater and the ATA, who does not like the NPRM. So after the ATA's upcoming gripes; expect Prater to come down with a proposed modification to the NPRM that will give back to the ATA some of what it wants...which is what Babbitt has already promised Prater would do.
Babbitt will then say it's a good compromise, because ALPA...the "experts" came up with it. And Prater will sell it as a victory and reason he should be re-elected.
It's about votes for Prater and $$ for the ATA.

KC, there's a big difference between an opinion piece and leading the fight. Prater got a copy of the NPRM one week before everyone else did. He briefed his people on it, yet has only written a piece for McPaper. APA, CAPA and others got it a week later and have already dissected it and reported to their members in the good points and flaws. Sully has already written a letter to Babbitt.
