Correct. The first thing you do when experiencing any kind of 'real' icing is try to exit those conditions. To expect a student or new commercial pilot in a Baron or Seneca to go around looking for icing conditions to log is to ask for a new wave of accidents.

If I read it correctly:
Crew Rest/Duty/Flight rules will change within ONE year max, and apply to ALL PILOTS.
ATP required for all -121 pilots, and will include a 1500 hour min, reduceable, and more training that what is required now for ATP....3 years until ATP required.

Yes, that is the way I read it as well. Except that the 1500 hours is the minimum REQUIRED by Congress... the FAA administrator MAY modify the minimum hours but to NO LESS than 1500---so it MAY be more if the FAA determines it should be.....
Duty Times Rest Rules etc. shall be modified by a NPRM by the FAA beginning with a notice of the proposed rules 180 days after enactment of the bill (ie Obama signing) with a final rule 1 year from signing. This will also include rules on COMMUTING.
ATP will be required of all 121 pilots at the 3 year point from enactment of the bill... the ATP will also require appropriate multiengine time "as determined by the administrator". (121 pilots currently flying without an ATP will have 3 years to get the ATP)
Additionally, the requirements for an ATP will be amended to the following:
(b) Minimum Requirements- To be qualified to receive an airline transport pilot certificate pursuant to subsection (a), an individual shall--
(1) have sufficient flight hours, as determined by the Administrator, to enable a pilot to function effectively in an air carrier operational environment; and
(2) have received flight training, academic training, or operational experience that will prepare a pilot, at a minimum, to--
(A) function effectively in a multipilot environment;
(B) function effectively in adverse weather conditions, including icing conditions;
(C) function effectively during high altitude operations;
(D) adhere to the highest professional standards; and
(E) function effectively in an air carrier operational environment.
(c) Flight Hours-
(1) NUMBERS OF FLIGHT HOURS- The total flight hours required by the Administrator under subsection (b)(1) shall be at least 1,500 flight hours.
The final rule for pilot requirements shall be issued 36 months from the date of enactment. (The flight hour requirement CAN be reduced by academic training as determined by the FAA administrator)

Latest from the pundits:
Obama is expected to sign the bill with no changes.
Bottom Line:
1. After full enactment, days of very low ticket prices will be gone... (as per a bunch of CNN talking heads an hour ago).
2. It will be much more difficult to become a pilot at an airline. (as per CNN)
3. It may allow unions to demand and receive higher pilot wages (as per the talking heads)
Bottom Bottom Line: This doesn't change much for those of us who are already in the industry (unless you are changing airlines and have a bunch of failed checkrides)..... but it will make it more difficult for people "chasing their dream" to get into that "shiny jet".
The other "big" unknown is how the FAA will propose to enact some sort of rules regarding commuting (that could also be a big deal)

Not the case. It says you need the required training to ENABLE YOU to safely fly in icing. Nowhere does it say you need hours in actual to take the ride. So the required training could be "student, avoid icing conditions, but if u get into it inadvertantly, get out of it, and also, use your anti-ice equipt as per the a/c manual". Now the student can take the ride. It does say you need hours in difficult operating conditions SUCH AS icing, but it doesn't say icing neccessarily.

I doubt there gonna change too much about commuting if any at all. 50% of the industry commutes and there's no way there gonna make everyone up root their family and sell their homes to move to their bases..
