It stands for "TEChnical Reason"
It's an ICAO abbreviation (I couldn't find it on my list of FAA NOTAM abbreviations). Here's a good site I use for most of our int'l (ICAO) NOTAMS.
Aeronautical abbreviations (ICAO) | IVAO Academy I had it cut and pasted and printed neatly in my brain bag, but managed to lose it recently... It makes reading these d@mn things easier... Or you can get the whole thing in ICAO Document 8400. (I can't find it for free on the 'net lately).

WOW! You actually READ notams on your release?? just kiddin...had to say it..good for you for reading them..it has saved my arse more than once...actually have been released to an airport with poor wx ..and the notams showed the ils ots..called disp. and got a huge wow factor and a couple of hang ons while on the cellie...glad i read the notams.

I was once dispatched to a Canadian airport to shoot a LOC BC only to find out the BC had been decommissioned a full six months earlier. It had made Canadian NOTAMS but not my airlines paperwork. Ended up at the last minute having to shoot an ILS Circle at 1K and 3SM.
