Thats what I gave been trying to tell people. Just because its in duty free doesn't mean its cheaper. Its usually the same price or just a few cents cheaper (duty free in the mainland). Like CUN, they have one price in the low season and a higher price during the peak of tourist season.

I came from Costa Rica (into ATL) with 3 (750ml) bottles of rum & 2 (one litre) bottles of grey goose and every customs agent I passed looked at me as if I was crazy. The 2nd to last agent took my passport, put it in a clear folder and sent me off to a separate room (without telling me why, of course). Once I got there and the last agent called me up, he told me that I was over the "one bottle" exemption and I had to pay a $9 "IRS spirits" tax.
I've heard many stories about people getting away with more than one bottle and I believe it just depends on which port you enter the US & how the customs agents are feeling that day. The girl I traveled with had 4 liquor bottles plus perfume & she didn't get stopped or have to pay anything.

So you paid $1.80 per bottle more and that's a problem? Did you pay with a cc? The transaction fees probably cost CBP more than it was worth to collect it in the first place.

They looked at you that way because they know that buying French vodka is like buying Russian wine... it just makes no sense.

When we were in Barcelona, we were told the wine exported to the US had to abide by US Gov't regulations and was "tainted" by preservatives and chemicals. Maybe it was a sales tactic, maybe not. After the frist glass, who can tall?

Maybe if it is for sale but doesn't apply if said bottle is for personal consumption. Same thing in Chile, wine is $2 at the local store and $20 at the airport.

There are many cities like SCL that do not allow crews to buy Duty Free items because they do not have tickets. There are stores in the concourses that they can buy from, but these are not considered duty free.
