I was contacted via PM and asked what responisbility ALPA had to communicate so I though I'd post it to everyone interested in this topic:

Here is a brief excerpt from the ALPA 2005 Organization Report

The 1968 Organizational Structure Study Committee recognized that changes in their basic administrative concept would need to be made as experience was gained and stated in their report:

This plan was developed to:

1. Fill ALPA’s administrative support needs of the immediate and near future.

2. Provide the basic framework for deliberate and imaginative improvement in administrative services on a continuing basis.

It should be recognized that organization structures and procedures, in general, are valid only so long as they remain operationally practical. With this in mind, this administrative plan will certainly be modified and refined by the President as experience is gained through implementation. The wisdom of the Board of Directors’ action in adopting the General Manager concept has been reinforced by the passage of time. The membership as a whole has benefited from the far-sighted organizational concept of the Board of Directors.
F. Director-Communications

The Director-Communications is responsible for implementing programs to maximize understanding, appreciation, and acceptance of ALPA’s policies and activities. To do this effectively, the Director utilizes all available means to remain aware of membership attitudes, opinions and concerns. In addition, he is responsible for developing and maintaining a proactive membership communications program to educate and inform their profession, using all available means of communications including ALPA’s Web site.The Director is also responsible for external communications in the media and in support of major organizing campaigns. The Director undertakes approved studies and maintains current information on public opinion and preferences and prejudices regarding the aviation industry and ALPA. The Director is responsible for the continued improvement in the quality of Air Line Pilot magazine and all other publications used by ALPA to communicate information to its members and to the public and is responsible for developing and distributing written materials designed to support the activities and programs of all levels of ALPA in accordance with established policies and procedures. The Director is also responsible for the coordination of meeting space and rooms for all Association meetings, including the Board of Directors and other governing body meetings, and for ALPA’s annual Leadership Conference.

And they wrote the Midwest scope language. Midwest pilots paid millions to ALPA national to protect our jobs and lost. ALPA is a waste of money. Teamsters or a in-house union is the future.

You know, that is very true - however, the president of ALPA signs off on all contracts. National is supposed to provide a last line of oversight, just like National provides the negotiation training because, gosh darn it, pilots make the best negotiators, much better than those professionals that management hires (sarcasm insert there).

Prater is one of the most clueless individuals ALPA has ever had in the president's seat. He has cost the union a lot in dues with the loss of representational elections as well as the defection of the US Air East pilot group that dumped us all into the toilet. In 14 more months, when the union drive to oust USAPA can take place, Prater will hopefully be gone otherwise he will cost ALPA any chance of having US Airways back in the ALPA fold.

ALPA could do much better as far as communications and IT goes. Sorry for the hijack. For what the dues pays for, it is evident that those salaries at National are not buying the most for the dollar.

I have only a general knowledge of the west vs. east USAirways situation. I am unclear about what Prater could have done to keep the east pilots from bolting. Approve their repudiation of the arbitrator's award?
