I'm not second guessing; just wondering if the crew will be in trouble for not declaring an emergency.

They most definitely did declare an emergency, based on the amount of emergency vehicles waiting for them.

Assuming the story/source is correct, they didn't declare before landing.

"He ran out of concrete before he ran out of speed," one traffic controller source said of the pilot's landing. The pilots did not declare an emergency before the landing, the source said.

The story is incorrect.

According to ATC, crew declared an emergency 3 miles out.
