Default NYC Congestion

I found an article in the WSJ today. It addresses the capacity/congestion problem at major airports (specifically New York airports), the resulting delays, and Bush's plan to fix it. It should be good for some discussion.

What's the solution? Get rid of all the 50 seat RJs that take up a slot and use 737s? Auction slots? I have a feeling the open skies agreement (which I'll admit that I'm relatively uneducated in) could prove to be an interesting ingredient in the mix...?
