What is "ALPA" supposed to do? They have PILOTS who elected LEC/MEC's who negotiated this deal and then 67% of the working pilots said, yes. Whether out of fear, weakness, misinformed, or just plain ignorance, their MEC approved their TA and their membership said YES.
Should US ALPA pilots strike to help their CA counterparts see the way? If you can't get inflation pacing contracts in this environment then not sure there is much backbone in the pilot group. Canada is quickly deteriorating into a completely socialist country along with loss of freedoms and meritocracy, but hey, they can go to the doctor for free. In the end, everyone will be paid according to their "needs".
EVERY US pilot should be donating to ALPA PAC and I send them a note each year that says LONG LIVE CABOTAGE BAN! It is truly the only thing that will save the profession for US pilots in the interim.

The president of ALPA could refuse to sign it.
Many years ago the president of ALPA refused to sign a ratified contract at commuter airline CC Air because they intentionally undercut other carriers. It could be argued that this Air Canada contract undecuts the entire industry and brings us all down when airlines use it as an example.

Indeed if a US ALPA carrier tried to ratify this contract, it would be wise for ALPA national to reject it, ESPECIALLY in light of recent ALPA contract gains across the US market.
Just not aware if ALPA has international authority to do so.....

Does that apply internationally?

Please help me understand why they STILL fell short of US Legacy rates, especially since they don't have the RLA which should give them more leverage.
What factors still put them at a disadvantage? Is the pilot supply/demand equation that much more unfavorable north of the border than here?
Honsetly I have no idea the main reason, when it should be the opposite due to the political landscape up there combine with a higher tax rate.
