Just keep everyone comfortable. Nobody says, "Hey you know what would be fun... climbing into a metal tube sitting in the sun this summer with 150+ other people." That goes for -20 degrees in January too. My technique is as soon as I am uncomfortable or told someone else is, I fix the problem. I never look at the clock. I don't carry a thermometer and I don't care what the ramp or gate agents have to say about it. If the CP wants to make a trip out to the airplane to micro manage, then we can all wait in the airconditioned terminal until he gets off the phone in his airconditioned office and makes his way to the gate to evaluate the situation. And when he manages the application of his solution and the problem is no longer a concern and I get his all clear and it's acceptable to board... Yeah, not happening, I know.

Why does everyone make this so difficult. This is so simple.

If airplane needs APU to stay cool, use APU. If airplane no need APU to stay cool, don't use APU.

If airplane go fly soon, use APU. If airplane no fly soon, don't use APU.

If APU broke, don't use APU. If need APU but APU broke, get new plane.

Reference: FOM page common sense
