Can you please reference the laws or policies that are systematically racist? They without debate need to be eradicated. But I honestly have no idea what system racism means as it is used today. In my mind, it means that that government system and laws and policies and institutions are preferential to one group over another.
Whenever this debate over what systemic means, the rebuttal when you ask for examples and the return argument then becomes, “Oh, if you can’t see it, you’re putting your head in the sand or are being mendacious.” Or you’re given statistics that are used in the absence of honesty just to win a point.
Seriously, what are some federal policies or laws that are systematically racist? I really want to know.

It's the way the laws are applied.
Black people are 4x more likely to be arrested for drug possession than white people even though the rate of drug use is nearly identical. And then they serve longer prison sentences too.
But I'm sure nothing will change anyone's mind.
Senator Tim Scott, a black republican, was pulled over 7 times in a year. He's been accused of driving a stolen car.
How about you, white guys? Ever been accused of stealing your own car?

But I'm sure nothing will change anyone's mind.

Your stat is also way off as it doesn't differentiate dealers, users, people who resisted or people who had priors. It is just a feel good statistic to try and justify you saying systemic racism. Which wouldn't qualify as systemic as it is not a policy to pull over only black people or arrest only black drug users. Which could happen because there are individuals who can be racist and those individuals need to be hunted down and fired.
What would qualify as systemic are hiring practices based on color, loans given out based on color, interviews given out based on color, admissions based on color. Those are systemic as they are codified into policies and laws written by our government or institutions. All of which are happening right now and the only common factor is Whites need not apply.

When you have a small percentage of the population like 3-5% (males between 14-45) committing nearly 50% of violent crimes it is not racist when that demographic is more likely to be targeted. Just like Spike Lee said if he was walking down the sidewalk and saw a group of black guys coming the other way he would cross the street. Should those people be pulled over for driving a nice car absolutely not.

The only systemic racism (or sexism for that matter) that I see is against the white male. It’s blatant and unapologetic in the form of preferential hiring for minorities and women, etc. That’s just one example, but there’s many many more.
