For all the insanity in the state, if you are purchasing an aircraft, there is an outstanding tax benefit the state offers, if you can make it work for your situation. It essentially exempts you from all sales tax on the purchase, which is HUGE.
Research the FTB and consult a tax professional, but it is well worth it. You don’t have to live in Cali, just buy the airplane or transfer it there.

I own a house in Los Angeles. I live in Florida. Vote here, own here, DL here, everything here. I pay CA taxes due to the income I get from my home there. I have CA payroll tax and there’s not a thing I can do about it. They will cut your life away if you try to circumvent the mighty FTB

Not only can you, but it’s the law if the intent is for the car to stay operating in the state. I.E., you own a vacation home and keep a car there, you have a crashpad vehicle, or an out of state student attending school in state and maintaining a vehicle in California. All three examples would require in state registration and proof of financial responsibility.
In the third example, one has to exercise caution, as you would also technically be required to obtain a California drivers license within 20 days, since the student becomes a resident for driving purposes, but not in state tuition at public universities. Another Cali gotcha.

It's got a cop motor, a 440-cubic-inch plant. It's got cop tires, cop suspension, cop shocks. It's a model made before catalytic converters so it'll run good on regular gas.
