The sooner the better. The vote takes place today so I don’t see any reason it couldn’t be sent out tonight. At least then we can argue facts instead of speculation.

They have never, that I'm aware of, promised a vote today. They are meeting today and asking questions of the NC, and probably intend to vote today. But I don't think it's a hard and fast commitment to vote today even if they feel they need more time for some reason.
