What exactly do you mean by, “split the bill”? Every bill originating in the House has a Senate counterpart and vice versa. Those are then merged in committee for final passage in the Senate. That’s the Barney version anyway. This bill was initially negotiated by a bipartisan working group separate from the House and Senate processes.

Removing the contentious items like state and local aid and focusing on things they could agree on. I’m not sure if they actually did it, but it was the first time they’ve shown some creativity in getting some sort of bill over the finish line.

I see. Yeah, that’s not what happened for this particular bill. For a generational medical emergency, stand alone bills are not controversial and are appropriate. But regarding earmarks generally, that “pork” is how states, especially states that contribute less to the Federal Treasury than they take, get funding for projects such as new education facilities and infrastructure. There aren’t enough days in the year for every single state funding request, or federal program funding request to go through a full stand-alone bill process. Everybody earmarks, it is how compromises are struck and votes are whipped, and it’s completely appropriate. That’s how the sausage gets made.

Not such a problem going out with my 3-person regional jet crew. Never had this scenario at JB since I’ve never been out with an entire crew.
