The key word here is "planned."
The farther into the future the class date is, the less likely it is that everyone "planned" for the class will still be interested. With other carriers also hiring from nearly the same pool of applicants, it is highly unlikely that all folks that are offered a job at JB have just that one offer. So, as the class dates actually start happening later this year, the hiring folks will get a much better idea of how quickly they actually go through the current CJO stack to fill the classes. I would guess that, if the hiring plans stay as they are, the folks that actually end up in the classes for late 2024 have not been interviewed yet!

We were trying to acquire Spirit to grow into a strong airline. Growth is strength.
Since the Spirit acquisition was blocked, we have to find a different way to grow. And according to our leadership, the best way to grow is to shrink first. So there are drastic cuts in pilot hiring.
