Can someone please explain the medical process and what the captain's board is all about?

Thx
The physical exam has been done away with. There is a urinalysis and a baseline hearing check (not pass or fail).

The captain's board is simply a final review of all submitted paper, as well as investigation results (PIRAs, Driving Records, etc).

Not sure if this has been asked .. At the Eagle interview do they still give out a written test? and if so do they require you to take the test if you already have your ATP?

I got the email saying "you do not currently meet our preferred mins" at 1400/75 with an internal rec..it's frustrating to get that email when I hear of guys I work with getting hired by other airlines with about one third of their posted mins..

Don't beat yourself up about it too bad. They are very tight on their mins. Right now you don't meet their multi mins. I have gotten two thanks but no thanks letters from them since Feb. Both times my resume was walked in to HR by internal rec's. No dice each time they said I didn't meet their mins. Like you I didn't meet their multi time. Sad thing is the week after the letter they lowered the multi time and I have not heard from them since. I think that was back in early June. My total time was always well above what they wanted. Hang in there!

There is no longer a written test as part of the interview process.

They don't give you a written test. Don't worry about that.
