Nice solid colored polo shirt, clean and pressed. Khaki, Black or Blue pants (call them trousers if you must) - also clean and pressed. Dress shoes that are polished, clean and look good - I would stay away from loafers. Socks that match the outfit and of a solid color (no cute little airplanes or outrageous argyles). That pretty much constitutes business casual. A blazer with that and you're more suited to a day at the yacht or country club...but I don't think anyone would say anything or hold it against you.
Stay away from funky colors. Keep it subdued. Earth tones work. Blues, blacks, grays, whites, tans. No prints, logos, slogans. I would also only use tastefully done plaids and stripes. If in doubt wear the outfit and have some trustworthy business minded friends critique it. You just don't want to be remembered as the guy with the pink plaid shirt.

The nicer and cleaner you look the better is your chance of creating a good impression. That's obvious - if you have only a few minutes of conversation time with an airline recruiter first impression is very important.
Don't worry about applications. Bring a well written resume. In conversation with the recruiter the question of the status of your application might arise and if you don't have it completed and submitted you will be told to do so.

I have worked as a consultant with several airline executives. Recently one of them told me Korean Airlines was sending three executives to a Chicago job fair to interview highly-qualified pilots. I guess they are looking for furloughed or retired airline pilots. Do you think this is the job fair he was talking about?

Of course being in the uniform is OK.
Correct on the Delta's minimums: the only requirements are 1200 total and 1000 FW turbine.
Delta is looking for quality individuals who will represent the company well. Having high times is not necessarily what they need. They were turning down up to 10 out of 10 interviewees during last hiring. Average was probably 5 out of 10.
In order to select good people they need the largest database possible.
