Default Hong Kong and Tokyo on the cheap

I've been wanting to go to both cities for a while, was wondering if either can be seen on a limited budget? In HK, I found some hostels ($30/night in HK) and I believe wednesdays the museums are open for free, but I'm not sure how else to still have a great time while staying within my means. I haven't looked into Tokyo a lot, but I do believe there are some good ways to be frugal there also.

Also, is there anyway to see Cathay Pacific City? Seems like a neat place to go.

I've heard that the flights out of both cities are often weight restricted, so I'd like to know if I should also wait until I can afford to buy a round trip, this way I don't end up getting stuck. Thanks for any info.

i worked in Osaka for a but I'm not sure if Tokyo has the same idea (I believe it does based on what some coworkers told me). Depending on where exactly you want to go you can get pretty cheap 1-day or weekend train passes which will work on specific lines for the duration. Great for tourists. Also hostels will be your best friend. Not a lot of space, but very cheap. Semi-decent hotels can also be had for around 6,000-7,000 yen/night if you know where to look.

If you want to visit other locations within say, Osaka, there are pretty cheap overnight buses you can take. Generally the buses are cramped and offer minimal leg room though.
