I really don't see what the big deal is.... if the seat belt sign was off then the FAA doesn't have a leg to stand on. I have yet to read an FAR that says all pax aren't allowed to stand up and dance at the same time

Flight attendant briefings normally include some sort of instruction not to congregate in the isle.
I suppose that is largely up for interpretation by the FA's, but none the less, I could understand the FAA wanting to put a stop to these things early before you have a full blown rave on a 777
