Numbers stations still have a place in HumInt. A "law abiding" green card holder could easily justify having a short wave radio to hear news from the mother land. Additionally, hiding a one-off pad is as easy as hiding a pack of cards.
Admittedly, the cost of running a high power HF or MF transmitter means the spy must be working at a high level, but the method is simple and hard to expose. Also, unlike using the internet or perhaps even throw away cell phones, there is no way to identify the location of the recipient.
