Most of the large hotels in Dubai will have at least one place to eat open all day, it will be curtained off from public view. Kuwait and Saudi are a little more hard line.

Dubai isn't too bad during, probably the most western city in the region. Bars will still be open at night, but close a little bit earlier, lot of resteraunts will still be open but with curtains up so the locals can't see the infidels eating during the day. If you go to the mall of the Emirates (food court is like a 5 star resteraunt in the states) they'll have a huge black curtain up around the entire area.
Don't eat, drink, chew gum, smoke, etc in public. You'll avoid the sneers and the cabbies won't take the long way. Stick with the khaki/red painted cabs too.

Dubai is like Middle East Light. You can get food, drinks, etc all over. The will just curtain off or sometimes paint the windows on restaurants so you can eat without being seen by public. All hotels that are "Western Style" which are the vast majority will be serving food all day.
The beach tents for the night time fast breaks parties are really great and you should check one out if possible.
