I disagree completely. Not asking a question because he should have known the answer just means that the FO will continue not to know the answer. A pilot (CA or FO, really) should always feel comfortable asking a question, even to refresh his memory on something he "should" know, and the pilot he asks should never make him feel small for asking, no matter how obvious or basic the answer may be.
