Yeah, me too. I would have said she could fly...if she sits ON MY LAP!

No self respecting Captain would throw off a fashion model for not wearing panties! I'd give her a Flight Attendant Application instead!

Sounds to me like the shirt was big enough that it was longer than the shorts. Maybe he thought it was a weird dress of some sort? Either way she probably looked like she wasn't wearing any outerwear under it.
