Not that I am a fan of big brother but doesn't it make sense that if you can't provide reasonable proof of your citizenship (ie, a birth certificate, social security card, etc.) that you should have to provide a lot of information such as addresses and jobs and parents identities in order to get a passport?

Sorry....Some of that stuff is CRAZY!
For instance....I have filled out numerous forms for my secret / top secret clearances and I can't even account for every place that I have lived my ENTIRE life nor do I know who was in the delivery room when I was born

What if a person only knows who one of his/her parents is?
What if a person is adopted or spent his/her life in numerous foster homes?

I've got no problem with making sure we know who we are giving passports too - we probably DO need to be more careful; but I looked at that article and thought - - - I don't think I can provide all of that information; and CERTAINLY not in 45 minutes!

This is much worse than a SF86 app due to the odd questions they ask that you cannot be expected to answer.

Would this be for new applicants or also include those who have passports already ?

Dynasty - from reading it I understood its only for people getting one for the first time who cannot provide the normal proof of citizenship like a birth certificate, etc.

usmcflyr - I agree that its a ton of information that would be very hard if not impossible to put together especially for someone thats lived a long, full life. It is a bit of government overkill and red tape but its not "sneaky big brother" or something to crawl into a "bunker" about. I cant stand the tsa junk at my airport or the hundreds of camera speed traps in my town whose only purpose is to increase revenue, but this just doesnt seem like an infringement on rights or an invasion of privacy to me. just something that some bureaucrat went a little overboard with.

I agree with the last line and was my point. Standard overkill of a needed tightening of the reins.

Seeing as how you would have paid taxes, and social security, they should be able to figure it out on their own.

OR maybe that's the point...

Default Not so sneaky big brother

"The Biographical Questionnaire for a U.S. Passport, form DS-5513, is used to supplement an application for a U.S. passport when the applicant submits citizenship or identity evidence that is insufficient or of questionable authenticity," according to a supporting statement (PDF) issued along with the request for comment.
It will not be a requirement for everyone applying for a passport only those who meet certain criteria listed above.
