Of course there is. Generally speaking, only the "obvious" threads get moved to another forum. The hiring section is a good example. A thread about hiring seems to fit better there, than about the several other threads it might also fit into (cargo/regional/major/corp/etc).

This isn't an exact science, and it's not going to be in the future. Collectively, the moderators move these around, so it's not even one person's actions.

I will concede that there are forums that are rarely used, and could be eliminated.
