Actually they can't at anytime. There is a big road sign outside Mecca "Muslims Only" and an exit to Jedda for all non-Muslims. Why a lot of ex-pat crews sit in Jedda while the folks in back go and do their thing.

I stand corrected. Nevertheless, I still wouldn't wear such a shirt in any cities in the Middle East. I think it is a good guess that most people with these shirts only wear them where it is perceived to be "safe" (i.e. a bar in Topeka, KS) and not in the Middle East. That makes this shirt a simple novelty and not the political statement that many would like it to be.
