I remember at the zoo you had to use contractors for your laundry the first year. The dry cleaners wouldn't accept items that were damaged but the tailor shop wouldn't take things that weren't cleaned first.

In our bomb wing, at the end of the fiscal year, we couldn't get any avionics
(USAF assets) from Supply (keeper of said assets) to fix broken bombers/tankers (USAF platforms) because "The Wing was out of money".
The mission said the planes WOULD fly, so we'd "cross-can"; cannibalize
needed units from a plane not flying THAT day to one that was..
Then back to the donor, or not...
THE MISSION !!! (training...)

When I was flying for the BLM we would spot a small fire that was growing. We'd set up in an orbit and send in the position. They would invariably not give use clearance to drop on it because it was either considered too small or outside of our jurisdiction for some reason or another. Never mind the direction it was moving or the fact that it was growing exponentially and we could send in two or three guys now and knock it out or wait an hour and it would be a major project costing millions of dollars to fight.
We'd head back to a base to refuel and wouldn't you know it the fire horn goes off on a full scramble to get to the same fire you just left unattended as fast as can because all of sudden it is now an emergency.
It happened all the time.
