Default Below 500'

I was at the beach in Daytona last year when I saw an airplane that looked like a Piper Warrior flying way below 500' over the shoreline and in class C airspace. I read the FARs as soon as I got home but It didnt give me a precise answer of whether that is legal to do or not. Is it legal or no? If it is, how can you obtain a clearance to do so?

Minimum alititudes: 1000' AGL (above ground level) in populated areas, in uncongested (sparcely populated) areas, 500' AGL.

If you're over open water, then the rule is 500' away from persons, vessels, vehicles or structures.

How do you know it was below 500'? Was he landing or taking off? Was he talking to ATC? Was he talking to the controller's kid? Was there a panic on the beach? Why weren't you looking at the girls wearing bikinis? Was he towing a banner? Does he have a low altitude waiver? Was he flying under the RADAR? How many FAA Inspectors were on the beach taking down his tail number? Did you take any pictures or Iphone video? Have you called the FAA and CNN?

Can't speak for DAB, because I don't have the charts or know their SOP's, but that sort of thing happens regularly, and it's quite legal. How did you know he was below 500ft anyway?

Approaching DAB from over the water you cross over the beach fairly low on approach, but I can't recall how high I was since it's been over a year ago

I fly seaplanes and we usually fly the pattern at 500' so I am used to knowing what 500' looks like. I am sure that he was bellow 500'
