Default Kinder Gentler FAA???

I just read a book about scenario based training. One of the chapters says that if you do a Flight Review with a person who hasn't flown since the 90s, you should tell them about the new, "kinder, gentler FAA."

Really? Or is that sarcasm on the author's part?

No, the FAA is kinder and gentler. It used to be they all were out to get you, now it's only 90%.
