I hate the TSA there a useless group of people that barely can do there job and should be asking can I super size that then screening passengers. Never had a good experience with TSA.

In all seriousness though, the TSA does this at my airport, and my university routinely sends out normal looking people onto the ramp without the proper ID showing. However, we get $20 if we catch the person. I think this program would be better received by pilots and ground handlers if there were some positive motivation behind it, rather than only being fined for poor performance.

How's this? Make friends with your local airport security folks, call them up on your cell phone when you see a suspicious person walking around the ramp without a badge. If they find out it's a TSA agent, maybe they'll take them in and interrogate them a bit to put a scare into them

IAH had the $20 reward program several years ago... it may have been pre-9/11. The "un-badged" inspector would produce his/her credentials when challenged and hand over a double sawbuck to whomever asked them for their badge.
Those of you who have been through SIDA training should know how to respond to an un-badged individual. It was in that mind-numbingly boring training class you had to take to get the badge in the first place.
I prefer making a call for a local LEO to come investigate a suspicious individual. If its a Fed or a TSA agent, it should keep them busy for a few minutes. If its a bad guy then the Statie is the appropriate person to be having a discussion with them anyhow.

Good point. I'm sure there's someone out there who would love to buy all those confiscated items for cheap and resell them. Maybe take the proceeds from those items and put them towards garnering a culture of proactive security measures being taken by everyone on the ramp. Just an idea. Or else just use tax dollars.
I think I have to agree with robthree though. Pilots and ramp personnel should be utilized as observers, not enforcers. The enforcing should be left up to those who are aptly named Law Enforcement Officers. Although the observations by alert airline personnel will certainly help in the process.
