It's a schedule month [period] that you can preference, or bid. It's called bid because the monthly schedule a pilot gets is based on seniority. All flying schedules are not worth the same credit time, so all pilot pay will vary based on the awarded schedule.

if bid periods are based on months of the year, then why does it go up to 13, and not 12?

A bid period is the time frame to which the bid applies. Because months have different lengths, and begin and end on different days, some schedules are difficult to build for a number of reasons. It is easier, for example, to split the year up into 4-week periods that begin on Monday.

Bid periods vary from one carrier to another. At my company, we have 4 five-week bid periods and 8 four-week periods, and they all begin on Monday. UPS, I believe, has 6 eight-week bid periods. Bid periods are the basis for the application of numerous work rules that affect pay. That's why you'll see such references when looking at pay comparisons.

If you're looking at 13 bid periods, it's likely they're 4 weeks apiece.
