Looks like it, probably had a bad indication on the right gear, hence why it was an emergency landing from the get-go. Almost wonder if they should've bellied it in with it being a main gear problem.

But just out of curiosity, if they performed a low pass and the tower said that the gear appeared to be down and locked (As it did in the video) would they not opt to attempt a gear down landing by touching down on the good wheel first?

Well the Tower wouldn't use the phrase "down and 'locked'." They can say it appears to be in the down position, mainly a liability, but you can never confirm a locked gear position from the ground. From the video, I couldn't really tell the abnormality as they passed, but obviously it was down.....but not locked. Honestly I don't know if I would've handled the situation differently, because I wasn't in the cockpit, and don't have any other info. Maybe a "bump" pass where you try to bump the gear to test it's rigidity prior to putting some weight on it. Never flown a -8 either, so don't know the systems. Any Dash-8 pilots care to elaborate????

Same here, they should have tried to test the gear first and then bellied it since the gear wouldn't hold weight. At least no-one was hurt, that is the main thing.

The reality is that gear indication problems are far more common than actual gear malfunctions...if the tower says they look down, you will normally land gear down. They probably cycled them a few times to try to get a good indication.
If we landed airliners gear up every time a PSEU sensor or wire fails, it would get very expensive, very fast. I would not want to have to explain to the CP why I landed gear up when the malfunction was just some grease on a PSEU sensor...that could have been wiped off with a rag.
