No one can exactly say what MIGHT have been. But it’s difficult to argue that sanctions are terribly effective. Russian economy has historically been pretty erratic.

But it’s definitely in much better shape than the Ukraine GDP which has taken a huge hit.

For that matter, we have been sanctioning Cuba for half a century and they are still around. Diplomats like sanctions because it gives the appearance that they are actually doing something besides just going to dinner parties.
