From the AIM:

e. When a radio frequency contains a decimal point, the decimal point is spoken as “POINT.”

EXAMPLE-


122.1. . . . . . . .one two two point one

NOTE-

ICAO procedures require the decimal point be spoken as “DECIMAL.” The FAA will honor such usage by military aircraft and all other aircraft required to use ICAO procedures.

AIP GEN 1.7. Differences from ICAO standards. US uses point instead of decimal.

Domestic operations don't fall under aircraft required to use ICAO procedures. So no, not correct.

Probably more accurate to say radio work across the US is abysmal. It’s very good just about everywhere else and unfortunately many of the US flyers who were improperly trained quickly identify themselves with one or two radio calls internationally. They can get by with CB style radio calls in the US, but elsewhere they embarrass themselves, their airline and create a potential hazard for the rest of us trying to do it properly and professionally.
