Russian carrier taking off with snow on wings

Is that the norm in Russia to takeoff with snow/ice on the wings? I thought they learned their lesson with the ATR accident. I guess not.

Snow often blows off before rotation. Planes took off like this for many years. The clean wing rule exists because of the chance the snow/ice is hard frozen and will not blow off. If you've ever landed with inches of ice still on your wing, you know that planes can carry a lot of ice....until they can't.

Fundamental question. Did the crew follow their cold weather operations procedures? Clearly obvious to the casual observer.
Now if you were the DO or C/P or even the owner of the airline... ask yourselves this... is this the sky jockey you want working for you? Would you have that warm and fuzzy feeling if your family were on the jet with this crew?
