I'd agreed that it was a slow turbo, due to the low power setting. Combine that with the altitude, and idle time, it probably, and literally didn't have enough power to spool it up, limiting the amount of air coming in.

I'm with about everyone else, I wouldn't be doing this on any airplane with the GTSIO's on them. I've seen too many issues with them to be doing anything besides normal ops.
